Meet America s Worst Mayor and Public Official

Tiffany Henyard, a prominent politician in the south suburbs, is now the focus of a comprehensive FBI investigation. Subpoenas served to the municipalities she leads—Dolton and Thornton Township—reveal that federal agents are examining various concerns previously reported by WGN Investigates.

The investigation targets Henyard, her political committee, her cancer charity, her boyfriend, two of her relatives, four allied trustees, her deputy police chief, and even her defunct burger business. The subpoenas demand extensive records, including payroll, expenses, employment, reimbursements, credit card transactions, travel, and other documents for a grand jury hearing.

In April, federal prosecutors charged Keith Freeman, Henyard’s top aide in both Dolton and Thornton Township, with bankruptcy fraud for failing to report his earnings. Despite the charges, Freeman remains in his positions, which his lawyer suggests may be part of an effort to get him to cooperate with investigators. Robbins, another village where Freeman served as an administrator, also received a subpoena related to his tenure there, with an audit revealing he received more money than budgeted.

“They’ll turn up more leads,” said Wright. “They may turn up more witnesses. They may find a cooperator. They may get an informant. All will benefit the investigation tremendously.”

Henyard has denied any wrongdoing, claiming the concerns about her spending of taxpayer money and allegations of political retaliation are “fake news” motivated by race, even though her challengers are also Black. During a February meeting, Henyard accused her Black critics of attacking her because of her race and position of power.

Neither Henyard nor the $5,000 per month publicity agency she hired at taxpayer expense to represent the village and township responded to requests for comment about the ongoing FBI investigation. Henyard posted on Facebook, “To all you clowns that’s apart of the circus. Misery needs company, I pray for you all. Stop chasing Fake News.”

WGN Investigates found that Henyard and her associates charged taxpayers over $102,000 in travel expenses in the past year, including first-class airfare, a $9,000 stay at the Four Seasons in Atlanta, and a $13,000 bill from the Marriott Marquis in New York City. They previously reported on a trip to Las Vegas by Henyard and her allies that cost taxpayers at least $26,000. Henyard’s former assistant has accused Dolton trustee Andrew Holmes of sexually assaulting her on the trip, though Holmes has not been charged and denies the allegations.

In addition to the FBI investigation, Dolton faces multiple lawsuits. Attorney Michael Del Galdo, hired by Henyard to defend the village, has withdrawn after Henyard’s opponents refused to approve his bills. Del Galdo warned trustees that the village could face over $20 million in liability if it fails to defend itself in court.

The FBI subpoenas also demand billing records related to the Del Galdo Law Group’s representation of Dolton and seek similar records from Burt Odelson, an attorney representing trustees opposed to Henyard.
