The Hill-Burton Act signed into law by President Harry S Truman on August 13, 1946, was nothing short of monumental in every sense of the word. It came in response to the country’s post-Depression, post-WWII need for hospital beds, with some areas having no hospitals. Period. The Act led to the Surgeon-General’s establishment of hospital bed to patient ratios determining that 4.5 hospital beds were needed per 1,000 in population. And this was the benchmark. The goal. The Hill-Burton Act, known formally as the Hospital Survey and Construction Act, started as a Truman initiative and in 1997, sadly, this type of direct, community-based federal health care construction financing came to an end. What’s our ratio today? Try 2.7/1000 beds.
