The Harris campaign is urging Wall Street donors to expedite their contributions due to a financial regulation that prohibits donations to campaigns featuring a sitting governor, according to sources familiar with the situation. This urgency has led some donors to speculate that Harris intends to select a governor, not a senator like Mark Kelly of Arizona, as her running mate. If true, this narrows the field to Kentucky Gov. Andy Beshear, Pennsylvania Gov. Josh Shapiro, and Minnesota Gov. Tim Walz. The Securities and Exchange Commission (SEC) enforces rules to prevent “pay-to-play” practices, which could affect donations from financial services employees. Harris, who has yet to finalize her decision, plans to campaign across key swing states with her running mate next week.
