A day after a report on a financial probe revealed that the village of Dolton is over $3.5 million in debt, Mayor Tiffany Henyard, who faces allegations of misusing taxpayer funds, was notably absent. Former Chicago Mayor Lori Lightfoot, hired by the village board to investigate Henyard’s financial management, presented preliminary findings showing that the village is not only deeply in debt but also plagued by unchecked credit card spending. Henyard has not responded to requests for comment and was not present at Dolton Village Hall on Friday. Village employees offered no information on her whereabouts or when she might return.
During a special village meeting on Thursday night, Lightfoot disclosed that Dolton’s general fund had a negative balance of $3.65 million as of May 31. The investigation was initiated by concerned village trustees, alarmed by excessive spending on self-promotional billboards, lavish dinners, and trips funded by taxpayers. Trustee Brittney Norwood previously stated that trustees had been denied access to bank statements, noting that the village was already $7 million in debt as of last September.
Lightfoot’s investigation uncovered further irregularities, including $40,000 in unaccounted-for Amazon purchases made in a single day and significant police overtime expenditures. Two officers received six-figure overtime pay in the last fiscal year, with one officer earning $108,000 in overtime in FY2023 and $114,000 in FY2024, doubling their base salary. Deputy Chief Lewis Lacey, who was placed on administrative leave last week, received $96,000 in overtime last fiscal year. Lightfoot emphasized that the village has been unable to meet its monthly expenses with its available cash balance. None of the village trustees responded to requests for comment on the report.
