Dreamers are people who were illegally brought to the United States as children who under the program were granted visas. While people in parts of Houston are gutting their houses and beginning to rebuild after hurricane Harvey flooded the city, residents of the neighborhood of Memorial may have to wait weeks for the water to drain.
