Bernstein, and Les Funtleyder, an analyst at Miller Tabak & Co., talk with Bloomberg’s Peter Cook about the outlook for an overhaul of the US health care system. President Obama will release a proposal to restart the health-care debate before a bipartisan White House meeting on Feb. 25.
