In a stunning move, the Trump administration has tied $1.9 billion in FEMA disaster preparedness funding to an ideological pledge: cities and states must certify they will not boycott Israeli companies to receive federal aid.

This policy, quietly announced on August 4, 2025, isn’t about public safety—it’s about political compliance. Local governments now face a brutal choice: affirm federal foreign policy positions or risk losing funds for emergency communication, flood prevention, wildfire response, and search-and-rescue operations.
